Civilians are the normal, everyday people in C3O (Class 3 Outbreak). They break into a full sprint when a zombie sees them. Civillians come in many forms, but all can be infected. Zombies are drawn to civillians by instinct, and, given time on the default settings, zombies will infect an entire city if not stopped by the player. In short, save the civilians.

Civilians don't use weapons under the default settings.
They are usually the first to panic (and the first to get infected).
Because zombies are easily attracted to civilians, running into a group of them could distract the zombies long enough for you to escape.
